West Virginia, which has the country’s highest rate of children in foster care, is facing a class-action lawsuit accusing the state of failing to protect more than 6,000 children in their care. Gov. Jim Justice (R-WV) has acknowledged “tons of challenges” in the system, but the state denies the allegations in the lawsuit. NBC News’ Stephanie Gosk has more.
